The Maryland Board of Cosmetologists qualifies and licenses individuals seeking a license and grants permits to business entities through which cosmetology is practiced. The Board also establishes health and safety standards for the operation of beauty salons and trade schools. The FDA has jurisdiction over all cosmetics, drugs and foods.

The Hairdressing and Cosmetology Board (BBC) protects and educates consumers seeking hairdressing, cosmetology and electrology services. The BBC also regulates the people who provide the services and the establishments in which the services are provided.
The FDA has authority over the safety of cosmetic products, but other agencies regulate safety at work.
